When I used the wire chase on my Paradigm, I removed the cap, cut a round hole in the bottom of a gray plastic wiring box and set it over the pipe. I did mine that way as I used the box to do my combining.
That said, if I only needed to run a single wire-pair, I suppose I might have removed the pipe cover, drilled a hole in the side of the pipe and ran my wire through that, then sealed around the wire and hole with black sealant. Due to the radiused nature of the pipe and the small size, I wouldn't attempt a gland.
Are you sure the black vent cap shown in your picture is the wire chase pipe? Being so close to the side wall would have me second guessing it. I suggest you confirm my dropping a fish tape or similar down it to find out where / if it comes out at.

Thanks Jim, Good idea placing a junction box over the top of the pipe. I will double check the chase. There is a Black 1 1/2" PVC pipe stubbed over the water heater. Seems to be in the right spot but smaller diameter pipe, I will pop vent off and make sure it's the same pipe.

Over the water heater area sounds right. And if that's inline with the black cap you showed, you're likely good to go.
