USB B ports are not 12v - they are fed from 12v but outputting 5v and low wattage. You won't be able to use the stock Starlink mini cable with a 12v source anyways. There is too much voltage drop in that cable at 12v. Most of us use an up converter with a barrel plug on the end to plug the stock cord right in. I have one that converts the 12v to 30V (which is what the Starlink transformer adapter outputs), some people use 36V without issues.
I suggest accessing the back of that USB outlet you reference to find the 12v source and pull off that to an up converter of your choice. Some people buy the converter and barrel plugs separate, or what I did was buy
