Only a thought, any chance you can avoid using the phone or tablet all together?
If your rig is equipped with smart TV’s couldn’t you just connect it to the Wi-Fi and stream your show directly from your app/ service of choice.

Some phone plans only offer a small amount of "hot spot" data (which the TV would connect to) and unlimited phone data. So streaming from the phone can really help, if that is the type of plan they have. For example...I have AT&T with unlimited phone data, but capped at 5gb of hotspot data.

We use both an iPhone and Mac Book Pro hooked directly to the HDMI using HDMI to UBC adapter which results in a mirror image of the screen. Only problem I've had is when the TV is not on the proper HDMI setting. Haven't tried running a movie but it is working okay with Dishanywhere.

Connecting phone to TV is not as straightforward as one would hope. Lots of compatibility issues and nuances.
It is not a simple foolproof plug and play procedure.

Not a help for your HDMI problem but I can offer this on iPhone mirroring. I mirror my iPhone and MacBook quite often.
The key is that your TV has to be on the same WIFI network as the iPhone but you don't need a wifi router. You can create a "Personal Hotspot" on your iPhone and connect the TV to it. I'm not positive but I think you won't be using any Hotspot data since it's just the TV talking to the iPhone, no cellular data.
But even then due to DRM you may not be able to mirror some videos or streaming services.

Another common error, is the USBC donogle you are using to connect IPad to TV, is not rated to move video signals. I assume you are connecting USB C to HDMI. I would bet, that is your culprit. If you can see the Wallpaper of the IPAD, but no video...then that is your issue. I had a friend with the same problem with their Apple Pad. If you already have the linked connector, then I would have to know more
