we have the opposite issue...we're in Florida. We put up that thick cushion insulation...it helps keep the heat out.
About the only thing you can do is what you are already doing, in my opinion, try adding the foam insulation to cover the whole window...of course you will lose the light. that's about all you can do. I guess you could get insulated window shades or curtains that would help.
